Britain and France Will Dispatch Military Personnel to Ukraine if a Ceasefire Accord is Agreed

The British and French governments have formalized a declaration of intent concerning the positioning of armed personnel in Ukraine in the event a peace deal be made with Russia, the British leader, Sir Keir Starmer, has stated.

After talks with allied nations in Paris, he said that the allies would "set up military hubs across Ukraine and erect fortified facilities for weapons and equipment" to discourage any potential attack.

The coalition members also proposed that the US would play the primary role in overseeing a truce.

The Kremlin has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet commented on this new development.

The Situation and Ongoing War

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time occupies roughly 20% of the country's land.

"This constitutes a crucial element of our pledge to stand with Ukraine for the long-term," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" were involved in the recent discussions.

Speaking at a shared media briefing, Starmer added: "It paves the way for the juridical structure under which British, French, and partner forces could function on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the time to come."

The PM went on to say that London would take part in any American-headed monitoring of a possible cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "lasting safety pledges and robust prosperity commitments are essential to a lasting peace" in Ukraine – referring to a central requirement made by the Ukrainian government.

He noted the coalition had "substantially agreed on" their work on agreeing such pledges "in order that the citizens of Ukraine know that when this war ends, it ends for good."

Donald Trump's son-in-law, US President Donald Trump's representative, also participated in the discussions.

Meanwhile, French President Emmanuel Macron declared that Ukraine's allies had made "significant advances" at the talks.

He added that "strong" defense assurances for Kyiv had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "significant development" had been made in the negotiations, but cautioned that he would only consider efforts to be "sufficient" if they resulted in the cessation of the conflict.

Recently, he indicated a peace deal was "90% ready". Settling the last 10% would "decide the outcome of the peace, the future of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the forefront of key disagreements for diplomats.
  • Moscow has often said that Kyiv's military must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any compromise over how to finish the war.
  • Zelensky has to date ruled out ceding any territory, but has proposed that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Moscow presently holds approximately 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the industrial region of Donbas.
