Sheffield Wednesday Faces Major Issues, Declares Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator the new chairman

The team's persistent issues are seen as a "major concern" and the independent regulator is aiming to acquire authority to look into club affairs in similar circumstances, the newly appointed chairman the regulator has declared.

Through a comprehensive talk, the regulator, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four fan organizations associated with the South Yorkshire club recently.

The football club have been struggling on and off the field in 2025, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," the chairman stated.

"Wednesday stands as one of the iconic names for English football and recently we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the league officials in mid-year, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although those limitations were removed in August.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where fans are dedicated to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The last thing what we want to do is begin intervening in an particular organization, an particular chairman, without being able to work with that chairman to fix the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you review the record of football, over the last 20 or 30 years there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the significant advances achieved necessary will vanish rapidly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment flowing into the game and has been invested for the past two decades, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I fully support the achievement and development as an economic entity of the top division.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in the past.

The official contributed funds to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
